MOUNTAIN CITY, Tenn. (WJHL) – News Channel 11 is learning more about a Tri-Cities area fugitive now on the Tennessee Bureau of Investigation’s Top 10 Most Wanted List.

56-year-old Robert Lynn Fletcher is wanted by the Mountain City Police Department and the TBI for two counts of Aggravated Rape and numerous drug charges.

News Channel 11’s Justin Soto found out this isn’t Fletcher’s first encounter with police.

Mountain City Police Department Chief Denver Church says Robert Fletcher is better known in the community as “Bobby.”

Fletcher is considered dangerous because of his criminal history and has been on the run for nearly two weeks.

“I’m just flabbergasted,” Fletcher’s Industrial Drive neighbor Ella Stout said.

Stout tells us Fletcher helped her after her husband died.

“He mowed every week for me. Actually he’d come over and do things for me. He seemed like a nice person,” Stout said.

Stout also tells us she’s shocked to hear Fletcher is wanted.

“The dog started barking and I heard someone hollering “stop!” and I looked out the window and it was the law down here,” Stout said.

Chief Church says on July 28th police responded to a call of a rape. He says Fletcher knew the victim.

After a search warrant – narcotics and marijuana were found inside Fletcher’s trailer.

But officers weren’t able to arrest him.

“Mr. Fletcher was in the backyard and he took off running,” Chief Church said.

A TBI background check for Robert Fletcher found Aggravated Robbery, Aggravated Kidnapping x2, Aggravated Assault and Vandalism charges among others.

Fletcher’s arrest history dates back to 1997. Chief Church said Fletcher has served prison time.

“I don’t believe that he’d be able to maneuver through the county and the city unless somebody had a vehicle,” Chief Church said talking about the possibility that someone is helping Fletcher.

Stout is hoping police will arrest Fletcher.

“He was good to me. He was good to my family, but I don’t approve of what he has done,” Stout said.

Chief Church tells us Fletcher could be traveling in a 2001 Silver four door Kia Rio with a broken rear window with Tennessee Tag 6K55G2.

He also thinks Fletcher could still be in Johnson County.

Mountain City police are also looking to arrest Fletcher for cock fighting, owning a potentially vicious dog and evading arrest.
